The man is suspected of planning attacks on American aircraft at the Incirlik Air Base in southern Turkey, where the U.S. Air Force fighting Islamic State* in Syria and Iraq are stationed.
A Russian national was arrested Thursday over alleged plans to crash a drone into a US military flight, police said.
Police said Bakiev had also targeted civilians and Alevi associations in the Adana area. IS regards Alevis as heretics.
According to Dogan, the man is affiliated with IS.
Bakiev appealed for 2,800 Turkish Lira (nearly $800) from other militants on the Telegram messaging application, which IS sympathizers use widely, to buy a drone, police said. He described Alevis as "enemies of Allah", and criticised President Tayyip Erdogan, while being interrogated, Dogan said.
Ankara has detained more than 5,000 Islamic State suspects and deported some 3,290 foreign militants from 95 different countries in recent years, according to Turkish officials.
During police interrogations, Bakiev admitted to reconnoitering the air base for his strike, the police statement said.
The base is used by aircraft carrying out missions in Syria as part of the USA -led anti-ISIL coalition.
ISIS militants have been known to arm commercial drones with small explosives.
"It seems [ISIS] are using these weaponized drones to harass Iraqi troops, perhaps even target Iraqi forward operating bases where officers might gather, and gain attention by spreading terror in a seemingly innovative way", Damien Spleeters, an investigator for Conflict Armament Research, said in January, The Sun reported.
