GoM admits to glitches in network delaying GST filings

Ministerial panel led by Bihar deputy chief minister Sushil Kumar Modi on Saturday set a roadmap to resolve the glitches in the IT system supporting goods and service tax so that 80% of the problems faced by businesses will be rectified by October

The glitches in the network will also compound filing the returns, as the GST portal will not be able to cope with the load on the system if traders rush to file at the last minute.

"Initial hiccups are there but no mass scale failure".

He appealed to the users to file return early and not wait for last day.

"Technical glitches, procedural problems and absence of some forms on the network portal are causing delays in making payments and filing of returns by traders and dealers", the group's head and Bihar Deputy Chief Minister Sushil Kumar Modi said.

The panel of ministers set up to review the functioning of the IT network for the Goods and Services Tax (GST) has set timelines for fixing the issues affecting the GSTN (Goods & Services Tax Network).

Sushil Modi said taxpayers should not wait till the last date for this either.

Such small taxpayers will have time till September 30 to opt for the scheme, which offers easy compliance for business as returns are to be filed only quarterly. "So, there are a few glitches initially", said Modi, who attended nearly all tax related meetings during 2007-13.

In a statement, GSTN said the window will be open for those assessees who have migrated from the earlier excise/ service tax/VAT regime as well as for new registered taxpayers.

The five-member GoM, which held its first meeting here, was set up on September 12 to look into the technical issues faced by the GST Network and address them in consultation with all stakeholders and its vendor, Infosys Ltd.

Almost 80 officials of commercial tax department of different states held marathon meetings on Friday with all stakeholders such as dealers, tax consultants and software experts to understand numerous challenges faced by them.

Speaking at the meeting of Group of Ministers (GoM) on GSTN at Bengaluru on Saturday Mr. Rajender also raised the issues including the editing facility of GSTR-3B, developing MIS reports, rectification of offline utility issues, enabling withdrawal of composition option, enabling amendment of core fields, strengthening the helpline and deputing engineers to States. "In first week of October, we'll finalise the date and most probably in Bengaluru as Infosys is here itself", he said.

Adhia said that there are difficulties but the attempt has been to find a solution to alleviate problems of people.
