White House expected to preview Trump's first United Nations summit

WATCH: White House Press Conference With HR McMaster and Nikki Haley LIVE STREAM

While Trump's debut on Tuesday is perhaps the most highly anticipated moment, the United Nations gathering is also notable for who will not be there - Russian President Vladimir Putin or China's Xi Jinping, who are both skipping this year's meeting.

President Donald Trump will take his "America First" message to the United Nations next week and seek support for tough measures against North Korea despite his skepticism about the value of worldwide groups like the 193-member body. The president and his surrogates have invoked the need to preserve USA independence to justify numerous controversial policy stances. He'll headline the U.N. secretary general's reform campaign, a 120-nation initiative.

Abe plans to call on other U.N. members to follow through on the new sanctions when he attends the U.N. General Assembly meeting in NY during his September 18-22 visit there.

He will also meet with Japanese Prime Minister Shinzo Abe and Korean President Moon Jae-In about North Korea's rapidly advancing weapons program.

National Security Adviser H.R. McMaster said Trump "will urge all states to come together to address great dangers" facing the globe.

Trump faces an October 15 deadline to say whether Iran is complying with terms of the deal and whether he considers the agreement to be in the US national interest. He'll also continue two traditions at the United Nations: the major speech, on Tuesday, and a diplomatic reception Monday.

The administration has options on Iran, too, which has colored Trump's engagement with USA allies and partners since his surprise victory in November. Since taking office, Trump has chafed under pressure to remain a part of multinational agreements, ranging from the Iran nuclear deal to NAFTA to the Paris climate accords. And he wants to slash USA financial contributions to the U.N. Richard Gowan is a U.N. expert with the European Council on Foreign Relations. "They will tolerate that if he balances it with some positive messages about cooperation and especially if he emphasizes that he wants to work diplomatically on some of the major crises of the moment".

Diplomacy on the North Korean nuclear standoff has been stalled for years.

"In many respects this is just going to be business as usual", a Trump administration official told Politico. "... I have no trouble kicking it to [Defense Secretary] Gen. [Jim] Mattis, because I think he has plenty of options".

"There is a military option". Syria will certainly be talked about.

By very publicly demonstrating that he not been deterred by Trump's warning of "fire and fury" if he threatened the US or its allies, Kim has challenged the US President's ability to draw clear strategic red lines and to follow through on his warning of a military response to the young autocrat's repeated provocations. Now, however, with North Korea perilously close to being able to directly threaten U.S. cities with nuclear obliteration, the worry for some is that Pyongyang could blackmail Washington into qualifying or limiting its support for its allies in the region.

Haley confirmed that she has seen Trump's speech already.
