Allardyce, who started the transfer window by signing the Turkey global Cenk Tosun, is desperate to bolster Everton's forward line and he believes Walcott has the ideal profile to give his squad the goals they have lacked.
"You're all aware of our interest in Theo Walcott", said Allardyce at a news conference ahead of Saturday's game at Tottenham Hotspur. He is a good player, but I don't know with the negotiations, with the market.
Walcott arrived at Arsenal in January 2006 - for £5m rising to about £12.5m - and has scored 108 goals in 396 appearances, with eight goals in 47 games for England.
"If we're able to get that over the line, I'll be delighted", he told reporters.
"I can not give him assurances as it is not honest", he said when asked if he was going to give Walcott more chances in the second half of the season. "You never get excited until someone has signed on the dotted line", he said.
He said: "It's not imminent but negotiations are going on and we're hoping to negotiate a permanent deal".
'Foreign players will travel all over the world so one of our British or English players moving up the road shouldn't be a problem.
"We're short of goals, so to add power in our goal-scoring ability would be very important for me if we could negotiate that transfer".
