"California has faced ten recessions since World War II and we must prepare for the eleventh". "Let's not blow it now".

The proposed budget for K-14 education will grow to $78.3 billion, its highest level ever, and up $31 billion over the past seven years. Might I be so bold as to suggest that we might even want to pay more into the rainy-day fund and into the unfunded liabilities with this one-time surplus?

Brown's estimates are contained in the budget he proposed for the fiscal year beginning July 1, and fall short of some past state projections that legalized cannabis could eventually bring $1 billion annually to the state's coffers.

Brown balanced California's 2011-12 budget by cutting General Fund spending by 8.2 percent.

One of the biggest goals involves filling the Rainy Day Fund with a $3.5 billion supplemental payment plus a constitutionally required transfer.

The governor is also proposing $4.6 billion in additional transportation funding from a massive transportation package passed a year ago.

"In the coming weeks, I look forward to carefully reviewing all proposals from Governor Brown covering the education of our children from birth to 12th grade". The online college would provide a new affordable pathway to higher wages through credentials for those who don't now access the California community college system. As the new formula is implemented, no district will receive less funding than now provided.

Additionally, the budget again increases state support for the University of California and the California State University by 3 percent. But half of future additional funding would be tied to enrollment size; a quarter would depend on how many students receive state financial aid based on being from low-income families; and the remaining quarter would be tied to the number of degrees and certificates granted and the share of students who completed them within three years.




The governor's spending plan would allocate $4.6 billion in new transportation funding in fiscal 2018-19 including $2.8 billion to fix neighborhood roads, state highways and bridges, $556 million for trade and commute corridors, $200 million for high-priority transportation projects and $721 million for passenger rail and public transit modernization.

Given these funding increases, the budget reflects flat tuition and expects the universities and community colleges to continue to improve their students' success. California continues to be the national leader among states in implementing the optional expansion of ACA with almost 3.9 million Californians covered in 2018-19.

Citing "widespread interest in treating the emerging adult offender group similar to today's juvenile offender population", Brown's new budget proposes creating a "young adult offender pilot program" at two sites in the state.

"The good news is that California now has a substantial budget surplus", said Assemblyman Jay Obernolte, R-Hesperia, vice-chairman of the Assembly Budget Committee. Recent data from the U.S. Department of Education shows that 30 percent of undergraduate students enrolled in at least one online education course in 2016, up from 27.1 percent in 2014, Inside Higher Ed reports.

- Matching locally generated funds for high-priority transportation projects ($200 million).

Brown does call for spending $4.5 billion in new gas tax and vehicle fee revenue on road repairs and public transit projects.

"The key to this budget is that California has a very volatile tax system", Brown said. The rest of the revenue comes from special funds and bond money.
