Paris snow: Even winter misery looks better in France
French meteorologists reported snowfall accumulation in Paris could reach 10 centimetres by the end of the day.
Hundreds of people spent the night trapped in their vehicles or in improvised shelters outside Paris after French authorities failed to clear roads on time.
Several tram and commuter rail lines shut down completely, and nearly all bus services were halted.
Police chief Michel Delpuech urged motorists "not to take their cars this morning so as not to exacerbate the blockages and to allow emergency services and the forces of order to intervene when necessary".
"The snow is good, a little powdery, not as great as in 2010 but 2010 was historic", said Gilles Prunevielle, founder of the "Montmartre Ski Club", bearing a sweatshirt with the club's logo and altitude - 130 meters above sea level.
The Eiffel Tower has been closed because of bad weather conditions amid snowfall that has covered the French capital.
Government spokesman Benjamin Griveaux said authorities had worked to prevent travel chaos as much as possible but told RTL radio: "We're facing an exceptional episode".
Almost 2,000 people in the Paris region had to spend Tuesday night in their cars, according to police, after the snow caused traffic jams that stretched a record 740 kilometers (460 miles) and left hundreds of others stuck at airports and train stations.
The weather caused traffic mayhem across the city with more than 430 miles of traffic jams on Tuesday evening.
Several flights from Paris airports were also cancelled or delayed.
Temperatures are set to fall further into Wednesday and Thursday, the Meteo France weather service warned, which is likely to freeze the heavy snow in place, making conditions even more treacherous.
Many travellers were stuck at the airport as train services resumed only slowly after being halted early Wednesday, and few taxis were willing to fearless the roads.
"They're saying the trains are running at a reduced speed".
