NITI Aayog Launches 'Healthy States Progressive India Report'; Kerala, Punjab, Tamil Nadu Best Performers

Among the smaller states, Mizoram ranked first followed by Manipur on overall performance.

(G.N.S) Dt. 09 New Delhi Kerala performed the best among India's large states on health index as determined by the NITI Aayog. However, despite improving its overall score on the index, Uttar Pradesh could not improve its ranking and was placed at the bottom below Bihar and Rajasthan.

The report is an indicator that despite tall claims by the government of Arunachal Pradesh of giving utmost importance to the health sector, the situation remains precarious.

States and UTs have been ranked in three categories namely, Larger States, Smaller States, and Union Territories (UTs), to ensure comparison among similar entities.

The next health report on states performance will be released in June this year and district hospitals too would be ranked, he said.

Uttar Pradesh ranked the worst among the larger states due to the Gorakhpur Tragedy past year which shook the entire nation. While J&K also recorded significant decline (between 9 to 20 percent) in U5MR between the base year (2014) and the reference year (2015).

Health and Family Welfare Secretary Preeti Sudan said her ministry will soon announce the linked incentives for states which have performed better on Health Index.

The statement said that there was a large gap in overall performance between the best and the least performing states and UTs.

Further, Maharashtra has recorded substantial drop (10 or more points) in sex Ratio at Birth indicator which reflects the extent to which there is a reduction in the number of girl children born by sex-selective abortions.

Lakshadweep showed the highest improvement in indicators such as institutional deliveries, TB treatment success rate, and transfer of National Health Mission funds from the state treasury to implementation agency.

Developed by the Niti Aayog in consultation with the health ministry and with technical assistance from the World Bank, "Healthy States, Progressive India" attempts at establishing an annual tool to measure and understand the complexity of the country's performance in health.

With a health index of 76.55 in the reference year (2015-16), Kerala ranks first. It further emphasized on the need to improve data systems in the health sector, in terms of terms of representativeness of the priority areas, periodic availability for all states and union territories, and completeness for private sector service delivery. "It would also serve as an instrument for nudging" States & Union Territories (UTs) and the Central Ministries to a much greater focus on output and outcome based measurement of annual performance than is now the practice. It also has the notable distinction of surpassing the Sustainable Development Goals 2030 target.

The silver lining for the state in the report is that the state has done well in terms of key inputs or processes.
