Addressing an ANC rally in the eastern province of Mpumalanga, Gwede Mantashe said ANC officials should be fearless and must be able to make hard decisions, but leaders had a duty to "analyze and mitigate risks".
ANC president Cyril Ramaphosa is to have one last meeting with President Jacob Zuma to conclude talks that will see the embattled leader leave the Union Buildings by the weekend or early next week.
An ANC official in the Western Cape province said the schedule changes related to the party's push to force Zuma to stand down.
It is now the task of ANC party president Cyril Ramaphosa to manoeuvre Mr Zuma out of the door and prepare this fabled organisation for a national election next year.
"There is no disagreement about where we want to go (on Zuma) but the tactics on how to do that is the responsibility of leadership", Mantashe told the rally. Ramaphosa also led South Africa's delegation to the World Economic Forum in Davos, Switzerland last month, mixing with heads of state and trying to assure investors that the country is emerging from the turmoil that briefly sent it into recession past year.
Ramaphosa, who negotiated on behalf of the ANC in talks to end apartheid, has ignored frustration from the opposition parties who have been howling for Zuma to go for years.
President Jacob Zuma has reportedly tabled a number of conditions which will need to be fulfilled before he steps down as South Africa's president.
Zuma has expressed his desire to continue ruling the country until the end of his state presidential term in 2019.
But Zuma's wife Tobeka Madiba-Zuma caused a stir on social media on Friday after she posted a picture on her Instagram account, @firstladytzuma, showing her and the president inside what appears to be a plane, with part of the caption reading "It's going to be ugly".
She also cautions against "picking a fight with someone who is not fighting you".
The two were said to be discussing "cosmetic issues", including the payment of Zuma's future legal fees and security for him and his family. "A stalemate is the best description for the situation", she told AFP.
Many in the ANC want to avoid having to form a coalition government for the first time. Mr Zuma's predecessor as ANC leader, Thabo Mbeki, quit the presidency in 2008 after the ANC took the decision to "recall" him in a campaign led by Mr Zuma.
Other ANC MPs said Ramaphosa told them that he and Zuma were finding each other and he (Zuma) wished that the departure would be handled in such a way that he was not humiliated.
