He is the second administration official to resign this week over domestic abuse allegations, after top White House staffer Rob Porter resigned on Wednesday.
The senators also question whether Porter, who served as Trump's staff secretary, disclosed the allegations on his applications for a security clearance or White House employment.

Porter denied the allegations when he resigned from his position on Wednesday and said the two women were involved in a "smear campaign" against him. "Have they not been "shattered and destroyed"?" Trump has also denied the allegations.
She blasted Trump for not vetting Porter and chief of staff John Kelly for not acting when he learned of the charges against Porter. "And now, all of a sudden, they're saying these terrible things about him", Trump said.
