Facebook CEO Mark Zuckerberg faces another request to testify

"It certainly doesn't feel that way to me", he said, breaking into a smile as the audience laughed.

Zuckerberg will take questions from the House Energy and Commerce Committee.

Zuckerberg also made clear that keeping Facebook free for users means sticking to an ad-based model.

Facebook's founder, Mark Zuckerberg, said that all affected users would receive a message through their news feeds letting them know about the use of their data.

Facebook has been in the spotlight since news broke last month that the personal information of 87 million users had been illegally harvested by consultancy firm Cambridge Analytica in an attempt to influence political outcomes. That goes for fake news, foreign interference in elections and hate speech, as well as developers and data privacy, he said.

Zuckerberg responded that Facebook does not listen in on people's conversations and that Facebook executives bring their phones into confidential meetings. I started Facebook, I run it, and, at the end of the day, I am responsible for what happens here.

"You've said everyone controls their data, but you're collecting data on people who are not even Facebook users who have never signed a consent, a privacy agreement".

And that's how Zuckerberg described it a couple of times in his two days of testimony.

"The profiles that Facebook builds on non-users don't necessarily include so-called "personally identifiable information" (PII) like names or email addresses", Gillmor said.

Following the Cambridge Analytica scandal, many have criticized the CEO for "spying" on people, as one congresswoman put it, and non-consensually using their information for the benefit of the growth of the company.

Zuckerberg didn't say yes but explained that some data related to non-Facebook users is collected for security reasons and to prevent mass scrapping of user data on the platform.

Senator Dick Durbin asked Zuckerberg if he'd be willing to give up some of his own private information to the hearing.

Zuckerberg, who testified before the Senate Judiciary and Commerce Committees for roughly five hours Tuesday, is appearing before the House Energy and Commerce Committee Wednesday, and is facing numerous same questions about alleged Russian election interference, the data breach, and the mechanics of the social media platform he first launched as a student at Harvard.

Seemingly unimpressed, Republican Sen. Earlier this year, special counsel Robert Mueller charged 13 Russian individuals and three Russian companies in a plot to interfere in the 2016 presidential election through a social media propaganda effort that included online ad purchases using USA aliases and politicking on US soil.

Now the Facebook is working with governments in the U.S., the United Kingdom and around the world to do a full audit of what they've done and to make sure that they get rid of any data that they still have. However, as more is revealed about the misuse of Facebook's services by Cambridge Analytica, it would seem as if a users personal data has been passed on if a friend on the social network has previously used the app.

Earlier this year, a Belgium court ruled that Facebook's tracking of non-users with the help of social plugins and cookies breaks privacy laws. A number of the Russian ads were on Facebook. He said Facebook had considered the data collection "a closed case" and had not alerted the Federal Trade Commission.

The company does this by using different techniques integrated into pages around the web.
