A motion by the SNP administration in Edinburgh, which clearly states that the Scottish Parliament "does not consent" to the EU (Withdrawal) Bill, was approved by 93 votes to 30 on Tuesday.

The devolved Edinburgh legislature voted by 93 votes to 30 to deny consent for the European Union (Withdrawal) Bill, now going through the national parliament in London, which will cut political, financial and legal ties with the EU.

He warned Labour and the Liberal Democrats that it was not the time for "narrow political interests" and argued they should be standing up for the integrity of the United Kingdom by backing the EU Withdrawal Bill.

Westminster has never before tried to legislate in devolved areas without the backing of Holyrood, however, so it is not clear what will happen next.

Michael Russell, the Scottish government's chief Brexit negotiator, said any attempt to use Brexit to restrict the powers of the Scottish parliament "will be noted here and across Europe". That is why I must recommend the Scottish Parliament votes against accepting the bill in its current form. However, the United Kingdom maintains that it will hold consultations with the Scottish government on any changes in these domains, whereas Scotland demands to be given veto power to block any decision it disagrees with.

"Westminster is trying to subvert that and to change that by the back door".

"My party does not propose or support using the euro, so the options the commission has been looking at: sterling in a currency union, sterling outwith a currency union, or a process that would lead to a distinctive Scottish currency over time", she said.

"It's profoundly regrettable that we don't have a deal in Scotland to allow us to move on".




'The blame for that lies entirely with the SNP. That is why in the wake of the vote, Scottish First Minister Nicola Sturgeon pledged to seek independence from London and secure the nation's place within the bloc. "It's not in Scotland's interests that the SNP prefers picking fights to making a deal".

"But we would appeal to Scottish Labour and Scottish Liberal Democrat MSPs to think hard before siding with the nationalists".

Labour's Neil Findlay said there was still time to fix the bill.

"The problems with clause 15, formally clause 11, mean that Labour will vote against the principle of legislative consent for the EU Withdrawal Bill at Holyrood today".

Lidington has said he is "open to suggestions that would improve the Bill" but has repeatedly refused to amend the legislation. The prime minister briefed Conservative backbenchers on Monday about the two options her ministers are considering: a customs partnership which see Britain collecting tariffs on behalf of the EU; and a combination of technological and administrative measures created to diminish friction on a UK-EU customs border.

The Scottish vote came as Ms May's cabinet subcommittee on Brexit met amid enduring differences over Britain's customs relationship with the European Union after Brexit.

Scottish Secretary David Mundell defended the UK Government's position, telling Today: "Obviously, it's up to the Scottish Parliament to take whatever decision they want to take".
