New Jersey is set to become the second state to legalize sports wagers outside Nevada following DE, where wagering began Tuesday.

New Jersey officials are cracking the whip on horse racing tracks that are contemplating starting to offer sports betting before Gov. Phil Murphy signs the bill permitting it.

"In New York, we would go right to the corner store, to the bodega, and bet", Keys said. The bill also bans betting on high school games and on the increasingly popular electronic sports leagues.

Adding to the confusion was an action the legislators took before approving the bill: They stripped out a provision that would have prohibited any casino or track from beginning to offer sports betting before the bill was signed.

While some top lawmakers said they expected Monmouth Park, a racetrack near the Jersey shore in Oceanport, to begin taking bets Friday, others said they expected Murphy to consider the bill during the weekend before acting.

It was unclear Thursday evening when facilities in New Jersey, including Monmouth Park, would begin taking bets.

Alito, a former U.S. attorney in New Jersey and judge on the U.S. Court of Appeals for the Third Circuit, also wrote, "The legalization of sports gambling requires an important policy choice, but the choice is not ours to make".




But that could change by the end of the day on Friday, depending on whether casinos and racetracks are willing to move on their own and ignore the state's Democratic governor, who has given no indication of when he might act on the bill.

The commission's letter was sent to Dennis Drazin, Monmouth Park's operator, and the general managers of Freehold Raceway and New Meadowlands Racetrack in East Rutherford.

The Assembly amended the bill to allow casinos that own more than 10 percent of a sports team to still offer sports betting, but only on sports other than those in which they own a team. However, the Golden Nugget casino is excluded from taking bets on the N.B.A. because its owner, Tilman Fertitta, is an owner of basketball's Houston Rockets. A clause to allow the Golden Nugget to participate was added to the bill Thursday.

Under the change, the Golden Nugget could still take bets on sports including football, baseball and hockey, but not basketball.

Final legislative approval is expected on Thursday, but it's anyone's bet when Gov. Phil Murphy might sign it.

That would be a tiny drop in the bucket for New Jersey's proposed $37.4 billion budget for fiscal 2019, which is still being finalized.

New Jersey last month won a U.S. Supreme Court case overturning a federal law that limited sports betting to only four states. He previously voiced support for sports betting before the details of an actual bill were written. Now, any state is free to adopt laws legalizing it, and analysts expect most to do so.
