In addition to plotting worldwide policy together, Putin and Trump have often commiserated with one another over both the "deep state" and "fake news, ' according to one senior official".

For this gathering not only threatens to be one of the most unpredictable in the alliance's history, but also, most extraordinarily, the source of unpredictability is now Nato's fundamental pillar: the United States, whose leader appears to question the very goal of this military pact. Trump said Washington allocates about 4 percent of USA economic output to defense spending while Germany has set a goal of 1.5 percent.

"It will become increasingly hard to justify to American citizens why some countries continue to fail to meet our shared collective security commitments", Trump said in a letter addressed to Norwegian Prime Minister Erna Solberg seen by Bloomberg News. Trump has noted that most allies are not meeting their commitment of spending 2 percent of gross domestic product on defense. "I'm glad that the President is talking to Vladimir Putin".

Huntsman cited Trump's meeting earlier this month with North Korean Kim Jong Un as having "reduced tension on the Korean Peninsula", and said that any reduction in tension with Russian Federation "would be on a much bigger scale".

"Trust me, we'll be just fine", Trump said.

Huntsman stressed the importance of going in to any meeting with Russian Federation "with eyes wide open".

"We received clear assurances from the American side that Ukrainian interests will be confirmed and protected (at the summit)", said a Ukrainian diplomat, speaking on condition of anonymity because of the sensitivity of the matter.

Beyer said Trump's recent summit with North Korean leader Kim Jong Un in Singapore had fuelled concerns that Trump would let Putin "put one over on him", in Helsinki.

Pentagon leaders canceled military exercises there at Trump's direction but they quickly reaffirmed the United State's "ironclad commitment" to defend South Korea.

Trump and Putin will discuss a range of issues including arms control, Syria and US economic sanctions against Moscow at their summit, which could potentially prove a game-changer for Ukraine. He knows the facts and the details and he's discussed it.

The two leaders are due to meet on July 16 in Finland, and CNN previously reported Trump plans to meet Putin one-on-one before bringing in others to join their discussions.

The leaders will meet again on July 12 with their counterparts from Ukraine and Georgia, both of whom are on track for eventual North Atlantic Treaty Organisation membership, followed by a meeting of those alliance members who are part of the North Atlantic Treaty Organisation mission in Afghanistan.
