New HUD smoke-free rule takes effect

The ban was first announced back in November 2016, but housing agencies had until July 31, 2018 to enact the ban.

"HUD's smoke-free rule is a reflection of our commitment to using housing as a platform to create healthy communities", Castro said in a news release.

Between 1964 and 2014, 2.5 million people died from exposure to secondhand smoke, according to a report from the U.S. Surgeon General.

Tuesday marks the start of a nationwide ban on smoking in public housing projects.

Advocates of the rule point out that federal housing is largely made up of multi-unit complexes, where occupants of one unit might be exposed to tobacco smoke from another.

The policy means residents are prohibited from smoking cigarettes, cigars and pipes in all units, indoor common areas, administrative offices and outdoor areas within 25 feet of housing and administrative buildings. Each agency may also choose to ban electronic or e-cigarettes.

Ince said residents were given ample time to prepare for the new rule and have their questions answered. "Smoking is permitted within the premise, but not inside; on the grounds, a distance away from the entrance", said Willie Hines Jr., Associate Director of the Housing Authority for the City of Milwaukee.

Many senior citizens were around during the time when there were no bans on smoking, allowing consumers to smoke in places like restaurants and non-hospitality workplaces.

"Smoking in any area where it is not allowed will be treated as a lease violation", HUD's website states.

"Are they going to evict a single mother with two to three children because someone was smoking on their porch", questioned Gary Foster.
