Justin Bieber and Hailey Baldwin have been spotted entering a NY courthouse - and it's known to issue marriage licences, according to TMZ. The site reports "Several eyewitnesses say the two were inside the Marriage Bureau in NYC and Justin was emotional". In addition, when a couple obtains a marriage license in NY, they must still wait 24 hours before they can have a wedding. They were taken to the executive offices for VIP treatment and Justin was seen crying and telling Hailey, "I can't wait to marry you, baby". The outlet speculates that they may have even tied the knot already!

Another source claimed that the 24-year-old thanked a court official for keeping the whole marriage situation on the down-low, saying, in his ever cool guy way, "Thanks for keeping it on the DL".




To make matters more complicated, another insider overheard Justin and Hailey say they were leaving the country.

If they did pick up a marriage license application, the document, once filled out and submitted to the court, would be valid for up to 60 days. Hailey did spark wedding talk by wearing a gorgeous white mini dress with long puffy sleeves while holding Justin's hand as they entered the courthouse.
