Trump signs order on sanctions for U.S. election meddling

The order would allow Trump to sanction foreigners who interfere in the midterm elections to be held in less than two months.

"An executive order that inevitably leaves the president broad discretion to decide whether to impose tough sanctions against those who attack our democracy is insufficient", Democratic senator Mark Warner said Wednesday.

Sanctions will be calibrated based on the seriousness of the interference, Bolton said.

Coats and Bolton said the president's action was not aimed at short-circuiting congressional action.

US intelligence agencies concluded that entities backed by the Kremlin sought to boost Republican Trump's chances of winning the White House in the 2016 election against his Democratic opponent, Hillary Clinton. He just said it's not Russian Federation.

There have been ongoing concerns about attacks or disinformation campaigns, fueled in part by Trump's own attacks against the ongoing special counsel investigation into Russia's activities and into possible collusion with Trump's own campaign staff.

The president has drawn criticism for his response to Russian interference in the 2016 elections, particularly after he seemed to side with President Vladimir Putin during their Helsinki summit in July.




The administration is ready to work with Congress on a sanctions law, Mr. Bolton said, but the White House wants to move fast. "So I think this order is a further demonstration of that", he added.

The order will put a range of agencies in charge of deciding if meddling occurred, led by the Office of the Director of National Intelligence, and including the CIA, the National Security Agency and the Homeland Security Department, the sources said. But he said the order will apply not just to Russian Federation but to others possible bad actors, including China, North Korea, and Iran.

"We have seen signs of not just Russian Federation, but from China, of capabilities, potentially from Iran and even North Korea".

"I thought there was an opportunity there that I wish we would have taken advantage of", Rogers said at an event at George Mason University in Fairfax, Virginia, on the relationship between the presidency and the intelligence community.

Congress is also considering several pieces of legislation that would punish foreign countries for interfering in USA elections. And after each election, the intelligence community will have 45 days to investigate whether there was an attempt at interference, followed by a Justice Department review.

The executive order instructs United States intelligence agencies to determine if there are attempts afoot to influence the legislative elections, as occurred during the 2016 presidential vote, and establishes a mechanism for imposing sanctions if interference in any future USA election is detected, Efe reported. He said he was in talks with lawmakers about possible legislation.

"I applaud the attempt to make it harder to evade, to let something fall away and not be countered", Michele Markoff, the State Department's Deputy Coordinator for Cyber, said during a panel discussion in Washington Wednesday. But then to do a full assessment after the election to ensure the American people are told exactly of what may have happened or may not have happened.
