The United States believes global oil supplies will exceed demand next year, making it easier for countries to cut Iranian oil imports to zero, Brian Hook, the US special representative for Iran, told reporters.

The US has made it clear it wants eventually to cut off Iran's oil trade entirely, but has allowed eight countries to maintain imports as a temporary concession to give them time to reduce imports. The European Union will not be granted an exemption, Pompeo said.

The "US addiction to sanctions is out of control", Zarif wrote on Twitter.

The report discusses an unsealed indictment in the United States which "provides detail on Iran's use of deceptive practices to procure export controlled items with military applications from the USA and elsewhere".
