The Intelligence Committee will press ahead with the Russia election meddling investigation, and Mr Trump's business relations with Russians.

Mr Trump briefly sought to strike a statesmanlike tone in his first public remarks after the loss, praising House Democratic leader Nancy Pelosi for her hard work and envisioning "a attractive, bipartisan type of situation" on infrastructure investments and health care. Republican Gov. Scott Walker's narrow loss in his bid for a third term left Democrats optimistic they could reclaim Wisconsin along with other traditionally blue states that Trump carried, such as MI and Pennsylvania.

He suggested they could co-operate on issues such as infrastructure, trade and health.

Trump's team immediately sought to give him credit for retaining their narrow Senate majority, even as their foothold in the more competitive House battlefield appeared to be slipping.

And Trump, as he demonstrated at his postelection news conference, remains the same preening, excuse-making, dissembling, self-obsessed reality-show-host-turned-politician that he was on November 5.

He was joined by Republican megadonor Sheldon Adelson, Blackstone CEO Stephen Schwarzman and the President's ex-campaign aides, David Bossie and Corey Lewandowski, a source familiar with the guest list said.

The GOP leader sounded something of a quiet alarm on funding for the border and that 10 percent middle-class tax cut touted by Trump in the waning days of the 2018 midterms.

Republican Congressman Ron DeSantis claimed the governorship over Democrat Andrew Gillum, the Mayor of Tallahassee, by less than a point, while the Senate contest between Democratic Senator Bill Nelson and Republican Governor Rick Scott is heading for a recount.

The November 6 midterm election was a very good one for the Democrats.

"Our paramount view is that any attorney general, whether this one or another one, should not be able to interfere with the Mueller investigation in any way", Schumer told reporters.

Trump said he wasn't sure whether he should be happy or sad about their defeats.

In ill-tempered exchanges, he called a CNN correspondent "a rude, bad person" and told an NBC reporter: "I'm not a big fan of yours either".

Media captionThe BBC's Anthony Zurcher explains what losing the House means for Donald Trump's presidency.

A Democratic House isn't going to put the United States back in the Iranian nuclear accord or the Paris climate agreement, and is unlikely to challenge Trump's protectionist line on trade.

Previous presidents who have suffered mid-term setbacks have professed humility and said they learned valuable lessons.

In the Miami area, former Clinton administration Cabinet member Donna Shalala won an open seat, while GOP Rep. Carlos Curbelo lost his bid for a third term in a nearby district.

Trump's rhetoric, his style and his divisiveness clearly cost the Republican Party yesterday in these suburban House districts and will complicate his prospects for re-election in two years.

"The Trump thing works", says GOP pollster Frank Luntz.

Actually, you can and do if you're like most Democrats and never-Trump Republicans.

But Republicans are on course to increase their representation from 51 to 54 in the 100-seat Senate. When they asked how the Trump Organization arrived at the $151,470 in profits it paid back to the Treasury for foreign stays at his hotels, they got silence.

Top Democrats said they would use their control of both chambers to take action on several key issues, including funding Medicaid expansion, keeping $160 million in school funding in place and addressing the opioid crisis, as well as workforce development, student debt relief and promotion of renewable energy.

In the Senate, Democrats were facing an uphill battle because they were defending 26 races, while just nine Republican seats were up for grabs.

The news for the next year or longer seems likely to be dominated by a steady stream of coverage of the people closest to Trump as they testify before Congress under duress, or under a grant of immunity, or coverage of their refusal to speak at all for fear of incriminating themselves. On the East Coast, 29-year-old Alexandria Ocasio-Cortez is set to become the youngest woman elected to the House.
