But by seizing the House of Representatives, Democrats now have real power for the first time in two years.

With the Republicans keeping control of the Senate, the outcome in the House could mean gridlock for Trump's agenda on Capitol Hill - or, conversely, it could open a new era of deal-making.

Data gathered by AP VoteCast, a nationwide survey of more than 115,000 voters and about 22,000 nonvoters, suggests Trump's closing arguments about the courts and border security cost his party seats in the House. Overall, 43 per cent of voters said they were very concerned about women not being believed when they make allegations of sexual misconduct, and another 35 per cent were somewhat concerned.

It is possible the GOP will try to pass another tax bill in this year's remaining lame-duck session; less likely would be one final attempt to repeal the Affordable Care Act before a Democratic House makes that a non-starter.

The fifth reason House Democrats might impeach Trump is that as the debate continues, it could become clear that the political risks are overstated.




Suburban districts outside Washington, Philadelphia, Miami, Chicago, Denver and Dallas were considered prime targets for turnover by the Democrats because they were won by Hillary Clinton in 2016.

They could make life hard for Mr Trump by launching another congressional investigation into allegations of Russian interference on his behalf in the 2016 election.

On Tuesday night, Trump called Pelosi to congratulate her on the Democrats winning the House majority, Pelosi's chief of staff Drew Hammill said in a tweet earlier this week. On legislative prospects, Trump said he could potentially work with Democrats on issues such as taxes, infrastructure and health care, saying it "really could be a attractive, bipartisan type of situation".

But while campaigning, many Republicans insisted they supported protecting that coverage, including Missouri Attorney General Josh Hawley, who was running for senator, at the same time the state - in its official capacity - was supporting a lawsuit to overturn the current protections for pre-existing conditions.
