Police say they shot a knife-wielding man after one person was fatally stabbed and two others were injured in the center of Australia's second-largest city.

A witness claimed to see a pedestrian struck by the vehicle while another said her friends had seen someone with a knife in the area and she'd been told "he'd stabbed a security guard".

A Melbourne-based reporter tweeted that nearby buildings were placed on lockdown by the police following the incident.

A fight then began with local police challenging the man as one bystander used a shopping trolley in an attempt to end the stabbings.

Police initially responded to reports of a auto on fire at the corner of Bourke and Swanston streets.

"As they got out of the auto they were confronted by a male brandishing a knife and threatening them".

Police had been called to the auto at 4.20pm Friday, local time, by which time the man had already started attacking bystanders.

"In the midst of tragedy, you can find such pride in the work of by-standers to come to the aid of others", said Victorian Premier Daniel Andrews.

One video showed the man repeatedly lunging at police officers with what looked to be a knife.

Police are treating the incident as a terror attack.

A fearless bystander dubbed "Trolley Man" has been praised for his selfless actions in his attempt to halt a knife-wielding man who'd stabbed three people in Melbourne's Bourke Street.

One person was killed and two were wounded after being attacked by a man. "He is someone who is accordingly known to Victoria Police and the federal intelligence agencies", he said. We'll keep an open mind as to whether there's any link.

"Police shot the male in the chest and he is now in a critical condition in hospital", Superintendent Clayton said, adding the officers are okay".

Officers implored anybody with footage of the incident to share it to the Victoria Police Facebook page or attend the Melbourne West Police Station to provide a witness statement. "They are in a suspected critical condition", they said.

Mr Gaut then went back into the McDonalds, which was in lockdown for more than an hour, to pat the shoulder of a trembling witness recounting his account to police. A bomb squad rendered them safe without any exploding.

Friday's attack is a double blow for the city as it coincides with an ongoing the murder trial of 28-year-old James Gargasoulas, who ploughed his vehicle into crowds in the same area in 2017, killing six people.
