When the sun rose Thursday over Paradise, Calif., the small town of 27,000 awoke to find the world looking largely as it always had.

In a statement, the Butte County Sheriff's Office said: "The preliminary investigation revealed that the victims were located in vehicles that were overcome by the Camp Fire".

Fanned by high winds and fueled by low humidity and dry vegetation, the fires spread rapidly Thursday and overnight into Friday.

Mandatory evacuations were ordered for Malibu.

Forecasters expect a break in the Santa Ana winds on Saturday and then a new round Sunday through Tuesday.
