Huawei says it is open to digital 'supervision'

The order is part of a series of announcements leading up to Mobile World Congress created to showcase what the United States is doing to prevent cyber attacks from being harmful to the nation. MWC 2019, the world's largest mobile industry show, runs from February 25 to 28 in Barcelona. That could further roil the Trump administration's already tense relationship with Beijing, especially if the USA push erodes Chinese firms' significant European market share.

It comes as the European Union weighs the introduction of a new sanctions regime against companies or countries involved in cyber-espionage and intellectual property theft.

Chancellor Angela Merkel's government has ruled out an outright ban targeting Chinese equipment supplier Huawei Technologies the country moves toward building its ultrafast fifth-generation networks, according to a government official.

The company's CFO is in Canada, in custody, awaiting extradition to the U.S. on charges of fraud.

The largest telecommunication carrier in Europe, Deutsche Telekom, has warned that excluding Huawei risks delaying the company's 5G rollout.

German ministers had discussed how to safeguard security in future 5G mobile networks, amid intense debate over whether to shut Huawei out of the market, sources separately told Reuters. "Extra stigma could change the situation out in the countries on this major decision". "This is an insult to people's intelligence, let alone the technological experts across the world", Liu said. "So there's a lot of pressure now to get this EO out there".

He urged European countries to pick Finnish and other Scandinavian companies for their 5G contracts, citing a Chinese law that allegedly compels any private company in the country to cooperate with the government "on any intelligence matters in secret and without refusal".

"We have no intention of adopting any such initiatives", the industry ministry said in a statement.

Trump's telecom directive, which will invoke the International Emergency Economic Powers Act, has been finished for months.

Implementing a ban might also be easier said than done. After alleged Russian government hackers interfered in the 2016 election, officials increased their scrutiny of the Russian cybersecurity firm Kaspersky Lab, and DHS eventually banned its antivirus products from government systems.
