Included among baseball's many new rules for 2019 and 2020 will be the elimination of the Aug. 31st waiver deadline

- Rosters will increase from 25 to 26 through August 31 (with the likely cap being 13 pitchers) and to 28 in September (likely 14 pitchers).

Mound Visits: The maximum number of mound visits per team will be reduced from six to five. More importantly, it will afford MLB's top stars an opportunity to market themselves and let fans in on their personalities.

The single July 31 trade deadline means there will likely be a lot more action. Fans will vote online for All-Star starters, and the top three vote-getters will take part in a one-day election. The MLBPA didn't agree to the rule change, via reports, but the Commissioner's Office can implement it anyway next year.

Though the current Major League Baseball collective bargaining agreement doesn't expire until 2021, the two sides have also agreed to start having conversations as soon as possible in efforts to avoid any sort of future strike, and will touch on some of the games most "fundamental" economic issues.

Major League Baseball and the MLB Player's Association announce rules changes for the 2019 and 2020 seasons.

- A joint management-union committee will study effects of potential changes to the strike zone, the height of the mound and the distance from the mound to the plate. The Home Run Derby winner's prize money will increase to $1 million with an eye on getting the best power bats - are you listening Giancarlo Stanton and Aaron Judge? - not to skip the event.

Both Clubs will start the 10th inning of the All-Star Game, and each subsequent inning, with a runner on second base (re-entry substitutions allowed for runners).

The 40-man roster limit in September has been eliminated. What had been a 26th player for certain day-night doubleheaders through August 31 will become a 27th player in those situations.

Spurred by labor relations discord amid a second consecutive free-agent market that has left players disappointed, the mid-collective-bargaining-agreement negotiations represent a step forward between two sides that had squabbled privately and publicly. From September 1st through the end of the championship season, all Clubs must carry 28 players on the active roster.

The number of pitchers a Club may carry on the active roster will be capped at a number determined by the joint committee.

-Unless changed by the committee, the injured list and option recall minimum period for pitchers will increase from 10 days to 15 in 2020, an effort to slow the use of relievers by teams who shuttle of pitchers between the majors and minors. Teams will be required to designate players as a pitcher or position player before each player's first day on the active roster. The current labor deal expires in December 2021.

In any game in which his team is losing or winning by more than six runs when the player enters as a pitcher. Although the union did not formally accede to the three-batter minimum per pitcher that MLB sought, it agreed not to challenge the league's plans to implement it in 2020. The injured list, previously known as the disabled list, will go back to having a minimum time of 15 days.
