On Wednesday, Facebook dispelled speculation that the outage was caused by a denial-of-service attack (DDoS), a type of cyberattack that disrupts an online service by flooding it with requests. The largest outages for Instagram were reported in the greater NY area and around Los Angeles and Toronto, according to the Downdetector.com outage map.
While Facebook said it has "resolved its issues", the update was sparse on details.
The outage came the same day that The New York Times reported that federal prosecutors are conducting a criminal investigation into Facebook's data deals with 150 companies, including Sony, Netflix, Spotify and Amazon.
Facebook is facing a slew of lawsuits and regulatory inquiries over its privacy practices, including ongoing investigations by the U.S. Federal Trade Commission, the Securities and Exchange Commission and two state agencies in NY. And Spotify and Netflix reportedly were allowed to see user private message information.

The Commerce Department meanwhile reported United States retail sales had recovered slightly after a dismal December. This, however, comes in the wake of Apple's shares which surged 3.47 percent putting-off some of Boeing's losses.
