A gunman broadcast live stream footage on Facebook of the attack on one mosque in the city of Christchurch, mirroring the carnage played out in video games, after publishing a "manifesto" in which he denounced immigrants, calling them "invaders". He said one was slightly injured.

Local media reported at least nine people were dead.

Christchurch, a relatively small city in the south of New Zealand, hit global headlines in 2011 when it was struck by a deadly quake.

The manifesto said the gunman identified himself an Australia-born, 28-year-old white male from a low-income, working-class family.

Ardern said New Zealand was not a target because it is a safe harbour of those who hate, nor because New Zealand condones racism or is an enclave for racism.

He said he chose New Zealand because of its location, to show that even the most remote parts of the world were not free of "mass immigration".

New Zealand, with a population of 5 million, has relatively loose gun laws and an estimated 1.5 million firearms, or roughly one for every three people. Ardern, whose party campaigned on a promise to take in more refugees, called it "the right thing to do".

He added: " Out of respect and in condolence for all those killed in the terrorist attack in New Zealand, I have asked for flags to be flown at half-mast".

Christchurch, sometimes called the Garden City, has been rebuilding since an quake in 2011 killed 185 people and destroyed many downtown buildings.

Players and members of the team's coaching staff were reportedly on their bus, approaching the Masjid Al Noor mosque in Hagley Park when the shooting broke out.

"We need to be blind in that regard - we need to absolutely focus on threat and ideology and extremism because obviously, that is what we have experienced today".
